What the name means

Vishadhara means a bearer of venom, from visha, poison, and dhara, bearing. It is a poetic name for a serpent and is also an epithet used for other beings in the tradition. We know of no major story told about a naga called Vishadhara, and so the name is best taken as descriptive. Venom in Indian thought is also medicine, and the word visha appears alongside amrita in the churning of the ocean, but we do not claim the type name was chosen to say that.

The rule

A complete Kaal Sarp has all seven planets, Sun through Saturn, in the half of the zodiac running forward from Rahu to Ketu. It is Vishdhar when Rahu is in the 11th house counted from the Lagna and Ketu in the 5th. The planets then lie in roughly the 12th, 1st, 2nd, 3rd and 4th houses.
