Venus is the planet of love, art, taste, comfort and partnership. The Sun is the self, the ego and authority. A person with the two in one sign often has a strong presence, an eye for quality and an interest in how they look and are seen. This is also a conjunction that is frequently misjudged, because Venus close to the Sun is combust, and the usual shortcut is to say it is bad. The fuller picture is more useful.
How the conjunction forms
The rule: the Sun and Venus occupy the same sidereal sign. Like Mercury, Venus orbits inside the Earth’s orbit, so it never appears far from the Sun, at most about 47 degrees. That makes the conjunction fairly common, though less so than Sun and Mercury, because a sign is 30 degrees wide and Venus is sometimes a sign away.
Venus has two kinds of closeness. When it is a morning star, it rises before the Sun; as an evening star, it follows the Sun at dusk. The conjunction can happen near either end of those cycles, and the retrograde period, when Venus is closest to the Earth, falls near one of them.
